The Singapore recruitment market: trends and talent availability 2026

In Singapore the binding constraint on hiring is rarely whether the person exists. It is whether this employer can hire this person. This report sets out the local-supply framework, the 2026 COMPASS changes and where the compliance burden actually falls.

Key facts

  • Employment Pass applications are scored under COMPASS on four foundational criteria at 0, 10 or 20 points each, plus shortage-occupation and strategic-priority bonuses. Forty points is the pass mark.
  • Updated qualification and institution lists applied to new applications from 1 January 2026 and to renewals from 1 July 2026.
  • Roles on the Shortage Occupation List attract a skills bonus of up to twenty points; the list is revised and published by the Ministry of Manpower.
  • Employer CPF applies to citizens and permanent residents and not to pass holders.
  • Employment agency work is licensed, so the candidate file has to withstand review rather than merely look complete.

The constraint is eligibility, not existence

Singapore has a deep, legible professional market. For most roles the people exist and can be found. What determines whether a hire happens is whether this particular employer can bring this particular person on board.

Employment Pass applications are assessed under the Complementarity Assessment Framework, which scores salary against sector norms, qualifications, nationality diversity among the firm’s professional workforce and local employment share, each at 0, 10 or 20 points, with bonuses available for shortage occupations and strategic economic priorities. Forty points is the pass mark.

Two of those four criteria are properties of the employer rather than the candidate. That is the structural fact that makes Singapore different: hireability is not transferable between clients, and a longlist that does not record pass dependency has deferred the problem to offer stage.

What changed under COMPASS in 2026

Updated lists of qualifications and awarding institutions applied to new Employment Pass applications from 1 January 2026, with renewals following from 1 July 2026. The practical effect is that a candidate scored under the earlier lists may score differently now, including at renewal.

The Shortage Occupation List, which drives the skills bonus of up to twenty points, is revised and republished. Published employer guidance for 2026 names a set of priority sectors including infocomm technology, financial services, healthcare, maritime, agritech and the green economy.

Secondary sources report these details inconsistently, and some circulate ahead of the official publication. Where a hiring decision turns on a specific occupation or threshold, the Ministry of Manpower page and its date are what should be cited — including instead of this report.

Local consideration and hiring timelines

Employers are expected to advertise and genuinely consider local candidates before making an Employment Pass application. That is a sequencing requirement rather than a sourcing one, and it sets a floor under how quickly a non-resident candidate can be brought to offer.

Built into the plan from the start it costs nothing. Discovered in week ten it costs the candidate, because strong people do not wait while a process restarts.

The same applies to renewals. A pass holder whose renewal falls under the updated framework is a planning fact worth recording on the candidate file, not a surprise to be handled by their next employer.

Where the compliance burden falls

Employment agency work in Singapore is a licensed activity, which means a licence holder’s candidate files have to withstand review rather than simply look organised.

In practice the burden is documentary: establishing and recording work authorisation position, checking qualifications against the issuing body rather than against a CV, and keeping a consistent, dated record of what was checked, when, by whom and against what source.

There is also a data protection layer. The Do Not Call registers cover voice calls, text messages and faxes to Singapore numbers, and an organisation must check the relevant register before a marketing message absent clear and unambiguous consent. Whether a recruiting approach falls inside that definition is not settled, which is a reason to document your approach practice rather than assume it away.

How support capacity should be bought

On a fixed monthly fee for an agreed capacity, with a stated standard and a measured review cycle. Employment agency work is licensed here, and a research and administration supplier charging per placement has crossed a line it should not.

For a regional desk run out of Singapore, the capability actually being bought is language and market coverage across the countries the desk hires into. A supplier should state which languages a given month’s work required.

Start on a pilot volume with a measured error rate before scaling. Support that is never measured drifts quietly, and the drift is usually discovered by a client rather than by either party.

This report is the market view. If you want the service — scope, process and what it costs — that sits on recruitment support in Singapore.

Singapore recruitment market: common questions

Why is the same candidate easier for one employer than another?

Because two of the four foundational COMPASS criteria are properties of the employer — nationality diversity among its professional workforce and its local employment share — rather than of the candidate.

Hireability is therefore not transferable between clients, and it belongs on the candidate record as a fact.

What changed under COMPASS in 2026?

Updated qualification and awarding-institution lists applied to new applications from 1 January 2026 and to renewals from 1 July 2026.

Where a decision turns on a specific occupation or threshold, cite the Ministry of Manpower page and its date rather than any secondary summary, including this one.

Does local consideration slow hiring down?

It sets a sequence rather than a delay. Employers are expected to advertise and genuinely consider local candidates before an Employment Pass application.

Planned in from the start it costs nothing; discovered late it costs the candidate.

Why is recruitment support priced monthly rather than per hire?

Because it is research and administration capacity, and because employment agency work in Singapore is a licensed activity.

A fixed monthly fee for an agreed capacity keeps incentives clean and keeps the service on the research side of the line.

Figures quoted above were checked against these sources on 30 October 2026. Statutory rates, licence conditions and published series are revised: where a number drives a budget or a legal obligation, confirm it against the primary source before you rely on it.
