Talent sourcing in Singapore: the 2026 market report

Singapore sourcing is constrained at both ends — by the Do Not Call regime on the approach and by the pass framework on who can realistically be hired by whom. This report sets out both, and what a regional search actually requires.

Key facts

  • The Personal Data Protection Act establishes Do Not Call registers for voice calls, text messages and faxes to Singapore numbers.
  • Organisations must check the relevant register before sending a marketing message absent clear and unambiguous consent.
  • Published guidance does not squarely settle whether an individual approach about a named role is a marketing message.
  • Employment Pass applications are scored under COMPASS; hireability depends partly on the hiring firm’s own workforce profile.
  • Employment agency work is licensed under the Employment Agencies Act; sourcing research is not placement.

The Do Not Call question nobody answers

The Personal Data Protection Act establishes Do Not Call registers covering voice calls, text messages and faxes to Singapore telephone numbers. An organisation must check the relevant register before sending a marketing message to such a number unless it holds clear and unambiguous consent from that individual.

The question that decides whether any of this applies to recruiting is whether an individually addressed approach about a specific vacancy is a "marketing message" within the statutory definition. Published guidance does not squarely resolve it, and a great many suppliers proceed as though it plainly does not apply.

We take the conservative reading, and we say why rather than asserting a convenient interpretation. Our Singapore outreach is individually written and role-specific, and it does not depend on telephoning a mobile number we were not given. Where a client wants telephone outreach we set out the register obligation so the decision is taken with their own counsel.

Who can actually be hired, and by whom

Employment Pass applications are assessed under the Complementarity Assessment Framework, which scores four foundational criteria — salary against sector norms, qualifications, nationality diversity among the firm’s professional workforce, and local employment share — each at 0, 10 or 20 points, plus bonuses for shortage occupations and strategic economic priorities. Forty points is the pass mark.

Updated qualification and institution lists applied to new applications from 1 January 2026, with renewals following from 1 July 2026.

The sourcing consequence is structural and frequently discovered too late: the same candidate is not equally hireable by every employer. A longlist that does not record pass dependency has deferred a constraint to offer stage, where it is expensive.

Sourcing a regional role from Singapore

A large share of senior Singapore roles carry regional remits spanning eight to twelve countries. For those, the realistic candidate population is not the set of people currently resident in Singapore.

It typically includes people in Hong Kong, Tokyo, Shanghai, Sydney, Mumbai and elsewhere, which means the sourcing work runs in several languages and across several labour markets even though the role is advertised as a Singapore position.

Sourcing a regional role only from Singapore-resident candidates is the most common way these searches fail, and it fails quietly — the longlist looks full, and the best three people for the job were never contacted.

How a Singapore sourcing engagement should be priced

Per project, on the research, with nothing contingent on a hire. The incentive argument is the same everywhere: a per-hire fee rewards presenting whoever is closest to signing.

The regulatory argument is specific to Singapore. Employment agency work is a licensed activity under the Employment Agencies Act and the Ministry of Manpower treats executive search agencies as a licensable category in their own right. A research supplier charging per placement has stepped across that line.

A fixed fee also prices the thing that actually varies, which is research depth and language coverage, rather than the salary of a role the supplier did not set.

What good looks like at the end

The full researched population, not only the respondents, with the geography recorded as residence and responsibility separately and pass dependency recorded as a field.

The approach that was sent, the response rate, and the reasons people declined. In a market this small the declines are often more informative than the acceptances, and they are the people worth revisiting in eighteen months.

And the languages the engagement actually required, stated, because that tells you how far the research reached rather than how far it claimed to.

This report is the market view. If you want the service — scope, process and what it costs — that sits on talent sourcing in Singapore.

Singapore talent sourcing: common questions

Does the Do Not Call regime apply to recruiting approaches?

Published guidance does not squarely settle it. The registers cover voice calls, text messages and faxes to Singapore numbers, and organisations must check them before sending a marketing message absent clear and unambiguous consent.

We take the conservative reading rather than the convenient one, and we tell clients the question is open so they can take their own advice.

Why does COMPASS affect sourcing rather than only hiring?

Because it makes hireability partly a property of the employer. The same candidate can be straightforward for one firm and difficult for another depending on that firm’s own workforce profile.

Recording pass dependency on the longlist moves that constraint from offer stage, where it is expensive, to research stage, where it is cheap.

Should a Singapore search include candidates outside Singapore?

For a regional remit, almost always. The realistic population for an eight-country role sits across the region, not in one city.

For a Singapore-only operational role, usually not. The scope document should say which, before fieldwork.

Why not price per placement?

Because the work is research, and because employment agency work in Singapore is a licensed activity with executive search treated as a licensable category in its own right.

A fixed project fee keeps incentives clean and keeps the service on the research side of the regulatory line.

Primary sources

Figures quoted above were checked against these sources on 30 October 2026. Statutory rates, licence conditions and published series are revised: where a number drives a budget or a legal obligation, confirm it against the primary source before you rely on it.
