Talent mapping in Hong Kong: a complete guide

Hong Kong now holds two professional populations with different documentary footprints, different languages and different decay rates. This guide sets out how to map both, where the boundary with the mainland sits, and what the Personal Data (Privacy) Ordinance permits.

Key facts

  • Research runs in English, Traditional Chinese and Simplified Chinese, and names must be reconciled across all three.
  • Immigration Department figures record Top Talent Pass Scheme approvals of 26,089 (2023), 25,475 (2024) and 27,630 (2025), overwhelmingly from the mainland.
  • Presence is a weaker signal here than in other markets; arrival and status belong on the record.
  • The Personal Data (Privacy) Ordinance governs collection, and Part VIA adds a direct marketing regime with criminal liability.
  • Mapping is not placement. Employment agency work is licensed and headhunting is not carved out of the definition.

Step one: set the boundary

The first decision in a Hong Kong brief is whether the role is genuinely Hong Kong-seated or is a Greater China role with a Hong Kong desk. A large share of senior appointments here are the latter, and the two produce very different maps.

For a Greater China remit, excluding Shanghai, Shenzhen and Beijing leaves out much of the real comparator population. For a Hong Kong operational role, including them inflates the map with people who were never candidates.

Where a map crosses the boundary, the mainland portion is researched under mainland rules — including the cross-border transfer position for personal information — rather than extending Hong Kong practice across it. They are two legal systems, and a single methodology applied to both produces a deliverable that cannot lawfully be used.

Step two: plan for two populations

The established Hong Kong professional population is long-tenured, concentrated in regulated financial services and professional firms, and well documented through registers, filings, regulatory disclosure and an English-language trade press.

The second population arrived recently. Immigration Department figures record Top Talent Pass Scheme approvals of 26,089 in 2023, 25,475 in 2024 and 27,630 in 2025, with more than nine in ten approved applicants from the mainland on the government’s own account, and a government survey of an early arriving group found more than half had secured work.

Those two populations need different research approaches, different sources and different expectations of corroboration. A single uniform method applied to both will produce a map that is strong on one and thin on the other, and the thin half will be the half that has grown.

Step three: work all three scripts

Names in Hong Kong appear in Traditional Chinese, Simplified Chinese and romanised form across different sources, often inconsistently within one organisation’s own material. Reconciling across all three and retaining the original forms is what allows a record to be audited back to its source rather than to a transliteration.

Language also determines reachability, which is a research finding in its own right. English covers much of the established international population and all of the regulatory record; Cantonese is the spoken language of the local market; Mandarin and Simplified Chinese reach a large and growing share of the senior population.

Working language therefore belongs on the individual record as a field, established from evidence. A map that omits it has left out the variable that will decide whether an approach is ever answered.

Step four: record what the official data cannot reach

The Census and Statistics Department publishes quarterly wage and payroll statistics and labour force and earnings series. They are the right frame for structure and direction and should be cited by release and reference period, because they are revised and because press summaries report them on differing bases.

Financial services employment reported from that data in late 2026 put the banking, asset management and broking workforce at roughly 204,000, or about 271,800 once insurance is included — a scale that means financial services pay and notice conventions set the terms for every other sector competing for the same people.

What the statistics cannot reach is unvested deferred compensation, which is structural at senior level and frequently decides timing. A map records what is known per individual and marks what is not, rather than estimating a position and presenting it as a finding.

Step five: verify, grade and segment the decay

Each material field corroborated against a second independent source where one exists, a confidence grade where it does not, and a sampled re-check reported as a measured error rate.

Then segment the decay, because Hong Kong records do not age uniformly. The long-tenured financial services population is stable. The recently arrived cohort changes status, employer and sometimes territory inside a year, and reported renewal application rates have run well below approval rates.

Research runs under the Personal Data (Privacy) Ordinance: professional facts from lawful sources with the source recorded, collection proportionate to the written brief, retention limited to what the engagement provides for, and nothing recorded or inferred outside a person’s working life.

What the finished map contains

The written definition and an explicit statement of the boundary — what was researched as Hong Kong and what as mainland China under its own rules.

The named population with names reconciled across all three scripts and the originals retained; working language; arrival and status where relevant; deferred compensation structure described with individual positions marked known or unknown.

Competitor structure reconstructed with inferences labelled; reachability assessed honestly; aggregate representation at population level only; and two expected useful lives, one for each population segment, so the refresh can be targeted.

This guide is the method. If you want the service — scope, process and what it costs — that sits on talent mapping in Hong Kong.

Talent mapping in Hong Kong: common questions

Should a Hong Kong map include mainland-based people?

It depends on the remit, and the scope document settles it. For a Greater China role with a Hong Kong desk, excluding Shanghai, Shenzhen and Beijing leaves out most of the real comparator set.

Where the map crosses the boundary, the mainland portion is handled under mainland rules including the cross-border transfer position.

Why does a Hong Kong map need Simplified Chinese sources?

Because a large share of the senior population arrived recently from the mainland and their prior record sits on mainland sources written in Simplified Chinese.

A process working only in English and Traditional Chinese under-records exactly the segment that has grown.

How long does a Hong Kong map take?

Four to six weeks for a single function, longer where the remit crosses into the mainland and the data position has to be agreed first.

Tri-lingual verification is the part that takes the time and the part that makes the difference between a map and a list.

Is mapping regulated in Hong Kong?

Research is governed by the Personal Data (Privacy) Ordinance. Employment agency work is separately licensed under the Employment Ordinance, and headhunting is not carved out of that definition.

Audentia delivers research, does not place, and charges nothing contingent on a hire.

Primary sources

Figures quoted above were checked against these sources on 30 October 2026. Statutory rates, licence conditions and published series are revised: where a number drives a budget or a legal obligation, confirm it against the primary source before you rely on it.
