Talent sourcing in Hong Kong: the 2026 market report

Hong Kong is the only market we cover where getting outreach wrong can be prosecuted rather than merely fined. This report sets out the direct marketing regime, the three-language reality of the candidate population, and what deferred compensation does to timing.

Key facts

  • Part VIA of the Personal Data (Privacy) Ordinance regulates use of personal data in direct marketing and carries criminal liability.
  • Enforcement is real: a Hong Kong telecommunications operator pleaded guilty to direct marketing offences in 2020.
  • Whether an individually addressed approach about a named role falls inside the statutory definition is not settled by published guidance.
  • Candidates work in English, Cantonese or Mandarin, and a growing share reads Simplified Chinese rather than Traditional.
  • Unvested deferred compensation is structural in financial services and frequently decides the quarter in which a move is possible.

The direct marketing regime

Part VIA of the Personal Data (Privacy) Ordinance regulates the use of personal data in direct marketing, and it is unusual among the regimes we work under in carrying criminal liability rather than only regulatory sanction.

Enforcement is not theoretical. A Hong Kong telecommunications operator pleaded guilty in 2020 to offences relating to the use of personal data in direct marketing without the required consent.

Whether an individually addressed approach about a named vacancy falls inside the statutory definition of direct marketing is not settled by guidance we would rely on in writing. We take the cautious reading and tell clients where the line is, rather than where it would be commercially convenient for it to be.

Which language, and why it decides the response

Hong Kong candidates do not share one working language. English covers much of the established international population and all of the regulatory and disclosure record. Cantonese is the spoken language of the local market. Mandarin and Simplified Chinese reach a large and growing share of the senior population.

Choosing wrongly does not produce a polite decline. It produces silence, which is indistinguishable in a report from a population that was not interested.

So working language belongs on the research record as a field, established per individual from evidence, before any approach is written. Defaulting to English and hoping is the commonest unforced error in Hong Kong sourcing.

Reaching the recent arrivals

Immigration Department figures record Top Talent Pass Scheme approvals of 26,089 in 2023, 25,475 in 2024 and 27,630 in 2025, with more than nine in ten approved applicants from the mainland on the government’s own account. A government survey of an early arriving group found more than half had secured work.

That cohort is reachable, and it is reachable through different sources and channels from the incumbent population. Much of its prior record sits on mainland Simplified Chinese sources, and a sourcing process built only on English-language channels systematically under-reaches it.

It is also the segment where status is most likely to have changed since any dataset was built, since reported renewal application rates have run well below approval rates. Status belongs on the record alongside language.

Deferred compensation and timing

In Hong Kong financial services, unvested deferred awards are a structural feature of senior pay rather than an occasional complication. They frequently determine not whether someone will move but when.

A sourcing process that does not establish the position during screening will discover it at offer, which is the most expensive possible moment. We establish what is known, mark what is not, and do not estimate an individual position and present it as a finding.

The related point is benchmarking. The commonest cause of a stalled Hong Kong search is a package benchmarked on basic salary when the market prices the role on total cash including bonus. The official wage and payroll series report wages, not the discretionary split.

What good looks like at the end

The full researched population with working language and, where relevant, arrival and status recorded per individual; the approach that was sent; the response rate; and the reasons people declined.

Names reconciled across English, Traditional Chinese and Simplified Chinese with the originals retained, so any record can be audited back to its source.

And a clear statement of how outreach was conducted and on what basis, because in a market with criminal liability attached to direct marketing that record is part of the deliverable, not an afterthought.

This report is the market view. If you want the service — scope, process and what it costs — that sits on talent sourcing in Hong Kong.

Hong Kong talent sourcing: common questions

Is candidate outreach direct marketing in Hong Kong?

It is not settled by guidance we would rely on in writing. Part VIA of the Personal Data (Privacy) Ordinance regulates the use of personal data in direct marketing and carries criminal liability.

We take the cautious reading. A supplier who tells you confidently that the regime plainly does not apply is making a legal assertion they are not qualified to make.

Which language should a first approach be in?

Whichever that individual actually works in, established from research before the approach is written. English, Cantonese and Mandarin are all live, and a growing share of the senior population reads Simplified Chinese.

Getting it wrong produces silence, which looks identical in a report to a population that was not interested.

How do deferred awards affect a search timeline?

Heavily in financial services. Unvested deferred compensation frequently decides the quarter in which a strong candidate can move at all.

We establish the position during screening so an offer can be timed or structured around it rather than refused by it.

Can you reach candidates who arrived recently from the mainland?

Yes, and it requires deliberately working Simplified Chinese sources and channels rather than treating them as part of the incumbent population.

Immigration Department figures show large approval volumes under the inbound scheme across 2023 to 2025, overwhelmingly from the mainland.

Primary sources

Figures quoted above were checked against these sources on 30 October 2026. Statutory rates, licence conditions and published series are revised: where a number drives a budget or a legal obligation, confirm it against the primary source before you rely on it.

Need the Hong Kong market approached properly?

We work by project, billed on the research rather than a percentage of anyone’s salary. Tell us the role and we will tell you what the market holds and how it can lawfully be approached.
