Talent research in mainland China: the 2026 market report

In mainland China the research design has to be settled before the research starts. This report sets out how the cross-border transfer rules shape what can be collected and delivered, why pinyin breaks entity resolution, and how fast Chinese records actually decay.

Key facts

  • Personal information leaves the mainland through a security assessment, a standard contract with filing, or certification, unless an exemption applies.
  • The certification measures took effect on 1 January 2026; the regulator published further guidance on administrative policy in July 2026.
  • Pinyin collapses distinct characters onto identical romanised strings, so matching on it produces confident-looking nonsense.
  • Ownership type is the largest structural pay variable: urban non-private average annual wages were ¥129,441 in 2025 against ¥71,590 for private units.
  • Intermediary activity is licensed under the Interim Regulation on the Human Resources Market; information collection and release is treated differently.

The decision that comes before the research

In every other market, the question of how a dataset will be delivered is a logistics detail. In mainland China it is the first design decision, and it determines what can usefully be collected at all.

Under the Personal Information Protection Law and the Cyberspace Administration of China’s provisions, personal information leaves the mainland through a security assessment, a standard contract accompanied by a filing, or certification, unless an exemption applies. Provisions issued in March 2024 introduced exemptions, the certification measures took effect on 1 January 2026, and the regulator published further question-and-answer guidance on administrative policy in July 2026.

Reported volume thresholds differ between secondary summaries, and data classified as important triggers the assessment route regardless of volume. That variance is itself a reason to settle the route in writing with counsel rather than to proceed on a summary — including this one.

Entity resolution: the pinyin problem

Pinyin collapses distinct Chinese characters onto identical romanised strings. A common name rendered in pinyin can correspond to a very large number of different people, so matching on the romanised form produces a file that looks tidy and is substantially wrong.

Corporate entity resolution compounds it. A group’s registered Chinese name, its English trading name and its subsidiaries’ names frequently share no common element at all, so reconciling a competitor’s structure is substantive research rather than a de-duplication pass at the end.

The working rule is to research and reconcile on the characters, hold them in the dataset alongside the romanisation, and record the resolution decisions made — so a reader can see where two records were merged and why.

What the official statistics actually give you

China has one of the better national wage series of any market we cover. The National Bureau of Statistics 2025 release reported average annual wages of ¥129,441 for urban non-private units and ¥71,590 for private units, with nominal growth of 4.3 and 3.0 per cent respectively.

It also ranks sectors credibly: information transmission, software and information technology services first at ¥248,752, finance second at ¥211,164 and scientific research and technical services third at ¥182,064, with manufacturing growing faster than the national average in both ownership categories. Guangdong’s non-private average was ¥143,284 and the eastern region’s ¥149,902.

What it does not give is city-level pay for Beijing, Shanghai or Shenzhen, which has to come from the municipal statistical yearbooks. Substituting a provincial figure for a city one is the most common silent error in China benchmarks, and it always flatters the inland cities and understates the coastal ones.

Decay: the fastest-moving market we cover

Chinese talent records decay faster than those of any other market in our coverage. Engineering populations in Shenzhen and Hangzhou move quickly; municipal talent subsidy programmes actively compete to move senior specialists between cities; and the public record updates unevenly behind both.

Non-competition restrictions add a second dimension that most datasets ignore. Post-employment restrictions are enforceable only for a limited period and only where the former employer continues to pay compensation, and the Ministry of Human Resources and Social Security issued compliance guidelines on their implementation in September 2025. Being findable and being free to move are separate facts and belong in separate fields.

For some Chinese populations the honest expected useful life is measured in months rather than years. A supplier who does not say so is selling you an asset that will quietly become a liability.

What a finished Chinese dataset should contain

The agreed transfer position, stated on the front, so every later user of the file knows what may be done with it.

The written population definition; ownership type of every employer as an explicit field; city rather than province; Chinese characters retained alongside romanisation; non-compete position where established; and the resolution decisions made during entity matching.

A source against every material field, a confidence grade where corroboration was not possible, a measured quality-assurance result, and a short, honest expected useful life.

This report is the market view. If you want the service — scope, process and what it costs — that sits on talent research in mainland China.

China talent research: common questions

Can a China research project deliver named individuals outside the mainland?

It depends on the transfer route, which is agreed in writing before fieldwork rather than discovered at delivery. The routes are a security assessment, a standard contract with filing, or certification, unless an exemption applies.

Where named individuals are not essential to the question, an aggregated deliverable usually answers it completely and removes the issue rather than managing it.

Why does every China benchmark need an ownership-type label?

Because it is the largest structural pay variable in the country and the official statistics are built around it — ¥129,441 for urban non-private units against ¥71,590 for private units in 2025.

A comparator set that mixes state-linked, domestic private and foreign-invested employers without saying so cannot be defended in front of anyone who knows the market.

Can you give city-level pay for Shanghai or Shenzhen?

Only from the municipal statistical yearbooks, cited individually, or from primary research with its comparator set named. The national release reports province and region, not city.

Where a city figure has not been established, the report should say so rather than substituting the provincial number.

Is this regulated as an intermediary business in China?

The Interim Regulation on the Human Resources Market makes intermediary activity — recommending candidates to employers, running job fairs — a licensed business. Collecting and releasing labour supply and demand information is treated differently, and consulting and assessment generally sit under a filing.

Audentia produces research and analysis, does not introduce candidates for a placement fee, and charges nothing contingent on a hire.
