Talent mapping in mainland China: a complete guide

A China map starts with a data decision, not a search string. This guide sets out how the cross-border transfer rules shape the deliverable, why pinyin breaks entity resolution, how ownership type governs every comparison, and what the finished map should contain.

Key facts

  • Personal information leaves the mainland through a security assessment, a standard contract with filing, or certification, unless an exemption applies.
  • The certification measures took effect on 1 January 2026; further regulator guidance followed in July 2026.
  • Pinyin collapses distinct characters onto identical romanised strings; reconciliation runs on the characters.
  • Ownership type is the largest structural pay variable — ¥129,441 non-private against ¥71,590 private in 2025.
  • Intermediary activity is licensed; information collection and release, and consulting and assessment, are treated differently.

Step one: settle the data position

In every other market this is a delivery detail. In mainland China it is the first design decision, because it determines whether the map can contain named individuals at all and therefore what is worth collecting.

Under the Personal Information Protection Law and the Cyberspace Administration of China’s provisions, personal information leaves the mainland through a security assessment, a standard contract accompanied by a filing, or certification, unless an exemption applies. Provisions issued in March 2024 introduced exemptions, the certification measures took effect on 1 January 2026, and the regulator published further guidance on administrative policy in July 2026.

Reported volume thresholds vary between secondary summaries and data classified as important triggers assessment regardless of volume, which is itself a reason to settle the route in writing with counsel rather than on a summary — this one included. Where named individuals are not essential, an aggregated map removes the question instead of managing it.

Step two: define the population by ownership and city

Two fields do most of the work in a Chinese population definition, and neither is a job title.

The first is ownership type. State-linked, domestic private and foreign-invested employers form three distinct populations, paid differently and moving for different reasons. The National Bureau of Statistics reports urban non-private and private units separately for exactly this reason, at ¥129,441 and ¥71,590 respectively for 2025.

The second is city. Beijing, Shanghai, Shenzhen, Guangzhou, Hangzhou, Suzhou, Chengdu, Hefei and Wuhan hold different capability and different pay, and municipal talent subsidy programmes compete openly between them for senior specialists. A map framed as "China" without naming cities usually means nobody agreed what the market was.

  • Ownership type, named: state-linked, domestic private, foreign-invested.
  • Cities in scope, named, with the exclusions justified.
  • The capability in operational terms rather than title terms.
  • Whether the deliverable may carry personal identifiers, and by what route.

Step three: build it in Simplified Chinese

The mainland public record is Chinese-language: company registry filings, patent and academic material, industry press and listed-company disclosure. The English layer over it is partial and lags.

There is a vocabulary point worth getting right, because it affects what you find. The market term for this work is 人才地图 — a talent map. The commercial market for contingent placement is 猎头, headhunting, and the two are different purchases with different suppliers and different regulatory treatment.

Research conducted only in English finds the subset of the market that publishes in English, which skews heavily towards foreign-invested employers and internationally oriented individuals — frequently the opposite of the population a competitor map is supposed to cover.

Step four: resolve entities on the characters

Pinyin collapses distinct Chinese characters onto identical romanised strings, so a common name rendered in pinyin can correspond to a very large number of different people. Matching on the romanised form produces a file that looks tidy and is substantially wrong, and the error is invisible.

Corporate entity resolution is harder still. A group’s registered Chinese name, its English trading name and its subsidiaries’ names frequently share no common element, so reconstructing a competitor’s structure is substantive research rather than a de-duplication pass at the end of the project.

The working rule is to research and reconcile on the characters, hold them in the dataset alongside the romanisation, and record the resolution decisions made so a reader can see where two records were merged and why.

Step five: record constraint as well as presence

A Chinese map that lists who exists and stops there has done half the job, because in this market findable and movable are genuinely different states.

Post-employment non-competition restrictions are routine in senior and technical contracts and are enforceable within limits: a capped period, and only where the former employer continues to pay compensation during it. The Ministry of Human Resources and Social Security issued compliance guidelines on implementing them in September 2025.

So non-compete position goes on the record as its own field, established where it can be and marked unknown where it cannot. An interested-but-restricted person and an uninterested person should never appear identically in a map.

What the finished map contains

The agreed transfer position on the front, so every later reader knows what may be done with the file.

The written definition; ownership type as an explicit field on every employer; city rather than province; Chinese characters retained alongside romanisation; non-compete position where established; and the entity-resolution decisions made during the build.

A source against every material field, a confidence grade where corroboration was not possible, a measured quality-assurance result, and a short and honest expected useful life — which for some Chinese populations is measured in months rather than years.

This guide is the method. If you want the service — scope, process and what it costs — that sits on talent mapping in mainland China.

Talent mapping in China: common questions

Can a China map contain named individuals?

It depends on the cross-border transfer route, agreed in writing with your counsel before fieldwork rather than at delivery.

Where named individuals are not essential, an aggregated map answers most structural questions completely and removes the issue rather than managing it.

What does an aggregated China map actually give us?

Population size against a written definition, competitor organisation structure by layer and location, capability distribution across cities, pay structure by ownership type and sector, movement patterns and lead times — without personal identifiers.

For build-versus-buy, location, entry and competitor structure decisions that is usually the whole answer.

Why is ownership type a field in every record?

Because it is the largest structural pay variable in the country and the official statistics are built around it, reporting ¥129,441 for urban non-private units against ¥71,590 for private units in 2025.

Foreign-invested enterprises are a third category again, with different equity practice and mobility.

Does a non-compete keep someone off the map?

No. It changes what the map says about them, and it belongs in its own field.

Restrictions run for a capped period and only where the former employer keeps paying compensation. Being findable and being free to move are different facts.

Primary sources

Figures quoted above were checked against these sources on 30 October 2026. Statutory rates, licence conditions and published series are revised: where a number drives a budget or a legal obligation, confirm it against the primary source before you rely on it.
